US Immigration Systems is flawed and USCIS wasted around 500,000 Green cards over the past 10 years.
India gets just 2809 Green Cards per category like EB2, EB3. So it takes 15-50 years for getting a Green Card for EB2 and EB3 categories.
All the petition is asking is for getting portable work authorization (I-140 EAD and AP) for making the lives of Indians in America better.
