TOPIC: Is it possible to apply for OCI card parallelly

Is it possible to apply for OCI card parallelly along with US passport? or do we have to wait until we get the US passport and then apply for OCI card?

OCI card processing time is 60 days. Practically how long it takes to get the OCI card? Is there any way to get the OCI card faster like expidit service for US passport?

What is the procedure to apply for the OCI card? travisa website instructions are not clear.

Any suggessions please.
